平型关战役后，灵丘县被日军改造成特殊基地。廉新凤目睹家人被龟田八郎所杀，决意报仇，她与义勇队首领关飞合作，打得鬼子心寒。龟田八郎与特高课“夜鹰王” 与廉新凤斗智斗勇。关飞与新廉凤相爱，但为掩护廉新凤牺牲。廉新凤前恋人，晋绥军连长李清林入山，欲把义勇队改编为晋绥军。115师排长钟国明劝说新廉凤参加八路军，军统极力拉拢新廉凤，龟田八郎与“夜鹰王”则萝卜与大棒齐下。在李清林的感情攻势下，廉新凤带队投奔晋绥军，成立“神凤营”。廉新凤殚精竭虑，把义勇队、晋绥军、八路军、军统联合起来，摧毁了日军弹药储库、化学武器秘密基地等，为中国抗战作出特殊贡献。廉新凤在一次任务中被围，晋绥军援兵不至，李清林重伤，廉新凤与他在战场上举行悲壮的婚礼。在钟国明的开导下，廉新凤彻底明白国恨大于家仇的道理，带队伍参加了八路军。
